The map that tells you where to intervene
GOVERNA crosses need, institutional capacity, resources and past execution to read where an intervention can actually work — not just where the problem is.
The map doesn't show the territory: it interprets it. Crossing need with the capacity to execute changes what's worth doing.
Where can the problem be changed?
Need × capacity — the map of where you can act
Need →Capacity to execute →
Demonstration environment. Real need (MEN, dropout by ETC) × capacity (SECOP proxy: contracting entities in education). Capacity is labeled a proxy; territorial correlation ≠ causation; no data → NOT DETERMINABLE, not a consolation zero.
- Intervene
High need and the institutional capacity to execute today. Here an intervention can work.
Putumayo · 9.24% dropout · 177 contracting entities
- Prepare
High need, insufficient capacity. Strengthen the entity before committing an intervention at scale.
Amazonas · 7.74% dropout · 36 contracting entities
- Watch
Capacity in place, lower need. Followed closely without prioritizing resources yet.
- Don't prioritize
Low need and low capacity. Other territories take the first decision.
What the system lets you do
Cross need with capacity
Where you can act, not just where it hurts: need × institutional capacity to execute.
Order by conditions for action
The worst problem doesn't lead if its entity can't execute it.
Read the territory across dimensions
Resources, actors, past execution, financing and risk, read together.
Declare what can't be known
No data, «not determinable» — not a consolation zero or an invented cause.
Every figure with its provenance
Real need (MEN) and capacity as a proxy (SECOP), labeled as such.
A territory is read across several dimensions at once
- Data
- Context
- Analysis
- Scenarios
- Decision
Dimensions read together
Need alone isn't enough to decide; capacity alone isn't either. GOVERNA reads the dimensions together, so a signal in one moves the verdict in the others: the worst problem doesn't lead if its entity can't execute it.
Every territorial figure has its source
Amazonas has the need, but its institutional capacity does not yet allow executing at scale: the verdict is prepare, not intervene.
Capacity is declared a proxy — number of contracting entities, not a direct measurement of the capacity to execute. It's not dressed up as hard data.
When you must decide where to put the resources
- Mayors and governorsPrioritize where to intervene on versioned criteria, not intuition
- National-level entitiesDistribute resources by conditions for action, not only by magnitude
- Field teamsBuild and validate the inventory with evidence and a date
- Cooperation and multilateralsFocus on the territories where the intervention can work
